Manager, Strategic Sourcing, Procurement and Quantity Surveying
[HKSTP/MSSPQS/210802]
 
Reporting to the Director of Strategic Sourcing and Procurement, the successful incumbent will take the lead on facility management procurement function, supporting the development and execution of sourcing strategies to bring about the greatest benefits to the business and streamline the process while ensure compliance of all procurement activities and administration functions.
Key responsibilities are outlined below:- 
  • Responsible for direct and/or via the service providers on facility management procurement function and strategic sourcing on areas, including technical, commercial, consultancy, IT, insurance and estate management, etc.; 
  • Maintain the contract administration function effectively, including cost estimation, budgeting, tendering and award, cost controlling, and payment valuation and assessment. Also provide contractual advices on contract matters to internal users, subcontract arrangement and contractual terms. Assist in handling contractor/supplier’s claims and appeals.
  • Provide technical and/or system administration in tendering and procurement process including tender preparation, user inputs consolidation, tender execution and assessment, contract documents compilation, etc.; 
  • Streamline and enhance procurement processes, policies, practices, and systems as well as develop a long range procurement strategy. Monitor and review contractors and suppliers’ performance regularly to ensure good quality of service.
  • Protect the Corporate’s best interest in respect of contractual aspects, enhance the terms and conditions of purchase orders, tenders and service agreements etc.
  • Build productive internal and external working relationships based on mutual trust in developing quality solutions to meet objectives and targets.
  • Conduct corporate training, market research and supplier performance evaluation and pricing analysis; 
  • Support/lead other business activities and ad hoc tasks as required. 
Requirements: 
  • Possession of a Bachelor degree in Quantity Surveying, Supply Management or related disciplines; Holder of Registered Professional Surveyor (RPS(QS) MHKS/ MRICS, CIPS, CPSM, will be an advantage; 
  • Minimum 8 years’ relevant working experience on facilities management procurement function in a sizeable corporate organizations with primary exposure on tendering, contracting, cost estimation and project management; plus a minimum of 3 years’ managerial experience under such capacity and functions;
  •  Extensive supervision experience of procurement team and strong leadership, stakeholder management, coaching and change management skills; able to negotiate and persuade others for positive results and communicate effectively across all functions and levels; 
  • Strong organizational skills, able to work independently with limited supervision, self-motivated, diligent with mature personality;
  • Solid experience in Procurement system, SAP, e-Tendering system is preferred; proficiency in MS Office applications including Word, Excel, PowerPoint; and 
  • Good presentation, communication and negotiation skills; proficiency in both written and spoken English and Chinese (including Putonghua).
