Cargo Service Level, Value and Contract Manager

Highlight
Location: Hong Kong
Reports to: General Manager Cargo Service Delivery
Purpose: The incumbent will be responsible for overseeing suppliers' Ground Handling Agents (GHA), preparing annual budgets and tracking spend, identifying optimal resource requirements, negotiating and aligning port resource management, as well as directing the team to provide and monitor claims policies and procedures.

Responsibilities
- Direct the team to provide and monitor system-wide application of cargo handling contracts, cargo manpower model and cargo handling expenditure budget.
- Represent the Airline in IATA related to cargo handling contracts. Keep abreast of industry trends and development as well as competitor’s activities to protect the Airline’s interest.
- Assist to develop strategic purchasing plan and negotiate the trucking, warehouse, freighter ramp and ULD contracts to meet company requirement and achieve cost effectiveness.
- Direct the supplier management programme to achieve year-to-year unit cost improvement.
- Direct the system-wide cargo manpower model.
- Direct the team to provide and monitor claims policies and procedures.
- Direct the team to develop, design and enhance the Cargo Claims Policies, Procedures and System.
- Direct the team to develop, enhance and evaluate plans and procedures to ascertain services requirements for variety of projects or programmes for the improvement of CSD services standards.
- Represent Cargo in meetings regarding ground handling contracts, budgets, supplier management and claims.
Requirements
- University degree holder or specialized training or equivalent.
- Minimum 10 years to acquire both in-depth or broad levels of experience.
- Minimum 3 years' working experience, particular managerial position.
- Sound cargo services and operational knowledge, e.g. dangerous goods handling and regulations, special cargo handling and regulations, etc.
- Excellent business acumen with good analytical, problem solving and planning skills.
- A self-motivated leader with excellent communication and interpersonal skills. Able to interact with people at all levels and from different cultural backgrounds.
- Good command of both spoken and written English.
- Sound computer knowledge in MS Office, plus basic database management capability.
- Strong leadership and managerial skills.
- Willing to travel overseas as and when required.
