Team Lead (Health Data and Governance) [HKSTP/TLHDG/220624]

Reporting to Associate Director, Engagement, this is the new position in Institute for Translational Research for overseeing and executing the strategy as well as the overall health data and governance framework to reach Corporation’s goals on clinical R&D development.
Responsibilities
- Plan and develop the framework of health data and governance as well as drive the program execution, including but not limited to short to long term planning, definition of milestones on health data projects and deliverables to successful implementation in different phases, resources management, workflow planning and standardization;
- Comply with legal requirements and professional guidelines associated with the provision of health information
- Partner with key external stakeholder in defining and delivering the optimal data governance strategy balancing specific outcomes and requirements;
- Actively engage with internal operations to ensure maximum adherence to agreed services metrics, while aiming for performance improvement and increased end user satisfaction by integrating customer feedback, industry trends and internal feedback;
- Provide guidance on analysis in order to address client needs/questions;
- Customize responses to health data inquiries, in writing or verbally;
- Maintain an open and continuous channel of communication to ensure stakeholders perspectives are heard and well-represented;
- Motivate contributors and stay focused on the ultimate goals to meet requirements and secure delivery;
- Ensure all aspects of security, safety and confidentiality with proper documentation of relevant undertaking and agreement; and
- Handle other ad-hoc projects as assigned.
Requirements
- Bachelor’s degree in Health Information Management, Health Informatics, Public Health or other healthcare- related disciplines;
- With at least 10 years work experience, preferably in technology and big data in the healthcare industry;
- Knowledge of medical terminology and health care/ hospital statistics is a must;
- A proven track record to independently lead and manage critical projects as part of an interdisciplinary team;
- Analytical and structured problem-solving approach in handling complex challenges and opportunities;
- Strong judgement and decision making is essential;
- Excellent communication skills in order to successfully liaise and influence internal/external stakeholders on critical aspects of ongoing project activities;
- Good command of both written and spoken English and Chinese.
