Senior Manager, Laboratory Engineer and DG Services [HKSTP/SMLEDGS/220408]

The Safety, Health and Environment (SHE) Office supports the HKSTP's mission to accelerate technological innovation and commercialization by promoting a safe and healthy environment and ensuring compliance with laws, regulation, and corporate policies. We work closely with our technology clusters and platforms, project development and facility management teams as well as the community around us to strive for excellence.
Responsibilities
- Oversees laboratory facilities management and Dangerous Goods (DG) operation. Ensures the performance of Preventive Maintenance (PM) and Corrective Maintenance (CM) on all program essential facilities.
- Manages laboratory plant facilities for providing central provisions of compressed gases, CA, vacuum system and purifier water in lab premises.
- Develops and implements an effective laboratory facilities management strategy.
- Assess and perform routine evaluation of infrastructures and facilities setup for laboratories and make recommendations to ensure the provisions can meet the current authorities’ requirements and the international health and safety standards.
- Monitor, control and oversee the approval of laboratory layouts and facilities design for laboratory tenants, ensure the provisions can meet the health and safety requirements of authorities and international standard requirements.
- Leads and oversees day to day laboratory facilities management operations and all technical services including maintenance, electrical and mechanical services, emergency planning, renovations and construction projects.
- Capital projects management to ensure delivery on budget, on time and within requirements.
- Provide expert advice on laboratory planning and design of the communal/shared laboratory spaces and the SME laboratories. Lead in the design and construction of the in-house laboratories and monitor, control and oversee the completion of the construction works.
- Provide expert advice on planning and construction of laboratories and related facilities and infrastructures meeting the latest laboratory standards requirements and in-house laboratory design guidelines.
- Manages DG stores, DG license and DG services in the Science Park
- Manages performance of Lab FM service providers and contractors to ensure performance pledges are met.
- Manages overall Lab FM budget and ensure that that resources are utilized in a cost-effective manner.
- Perform such other duties as assigned by management
Requirements
- Bachelor Degree in Mechanical Engineering or Building Services Engineering or Facilities Management or relevant Engineering disciplines;
- Member of a recognized professional institute in the discipline of mechanical or building services engineering or equivalent.
- Member of institution of healthcare and estate management will be an added advantage.
- Minimum 10 years of experience in hospital /scientific research institution/ laboratory projects and operations maintenance. Candidate with less experience will be considered for lower position;
- Experience in planning, risk assessment, design and operation of DG for scientific research buildings or hospitals.
- Knowledge of statutory requirements and procedures for development projects in Hong Kong and knowledge of government procedures is preferred.
- Possess a strong desire to serve the customer and the interpersonal skills to deal with various levels of personnel at the customer site.
- Able to work independently and proactively to resolve customer issues
- Proficiency in project management / design related computer application software.
- Excellent command in both written and spoken English and Chinese
