Manage the full spectrum of HR functions and act as a strategic partner for the organisation. Analyse, design,develop and execute HR infrastructure to be in compliance within local and organizational requirements. Set up C&B structures, HR processes & policies, headcount planning and requirements as well as manage the general administration function.



A good understanding of financial matters would be an asset. The person will be a dynamic, articulate person with exceptional communication skills and fully conversant with local Employment laws and practices. An international background and ability to relate to other Greenpeace East Asia operating jurisdictions system.is equally important.
Responsibilities
- Develop and implement of staffing and compensation & benefits strategies in the regions. Review and facilitate the compensation benefits to all employees;


- Formulate and implement HR policies for the organization. Ensure all HR policies and processes are aligned with the organization's direction and adapted to local culture;


- Adopt a proactive approach to the organizational change and respond effectively in alignment with the size and growth of the organization


- Plan, maintain and monitor budgets and expenditure for HR & Admin areas. Delegate responsibility for specific budgets to team members as appropriate and approve expenditures within the authorization limit.

--Responsible for recruitment in your office and implement and evaluate the effectiveness of the recruitment applications on sourcing talents in the regions;


- Solve people issues collaboratively with other departments and encourage a partnership working environment with their department heads


- Review and implement the effectiveness of employees’ and offices’ insurance


- Ensure that team meetings are well organised, effective and that minutes are taken when necessary.

- Support Staff development manager to provide employee training and development programs.


- Exercise direct staff supervisory responsibility, handle disciplinary issues, provide guidance and advice to team members across the range of HR & Admin activities and participate in the training of less experienced members. Give clear expectations to team members of the highest possible standards of work. Effectively line-manage team members to ensure maximum performance from each individual. Provide inspiration and motivation to team members.

- Manage the day-to-day HR and Admin operations in East Asia offices. Organise work plans for each team member and delegate work effectively with due regard to experience, capacity and the need to develop staff. Take responsibility for setting deadlines and ensuring these are met.


- Monitor and record the performance of all team members on regular basis and provide objective and constructive feedback. Conduct annual appraisals. Take responsibility for setting deadlines and ensuring these are met.


- To resolve conflict between team members and employees.


- Provide support for the Executive Director upon request. Undertake any other duties, appropriate to the post, as delegated by the Organizational Support Director or Executive Director.


- Perform ad hoc projects when required.

- Maintain good relationship or network with local government, HR community and consultants


- Monitor the office administration to ensure the smooth running of administrative operation


- Monitor & ensure data integrity of HRIS system, monitor & analyse headcount and turnover statistics


- Enhance the service standard of the department by delivering a full spectrum of quality HR and Admin services. Build a service oriented team with good customer satisfaction in East Asia offices. Ensure effective communication between team members within East Asia and internationally; between the team and staff providing specialist services to the team.


- Ensure the work of the team is effectively and appropriately communicated to the staff;
