Highlight
The IT Governance and Resourcing Manager is responsible for ensuring the efficient governance of IT projects and resources to support our company's technology initiatives. This role involves establishing and driving IT Project Governance, IT Financial, and IT Resourcing strategies and policies to optimize IT investments for strategic business growth. Additionally, the manager will develop tactical plans to identify opportunities for improving IT performance.
Responsibilities
IT Governance:
-Implement IT governance frameworks, policies, and procedures to ensure compliance with industry standards and best practices.
-Coordinate and conduct regular reviews to assess governance effectiveness and identify areas for improvement.
-Collaborate with cross-functional teams to ensure adherence to governance processes across all IT initiatives.
-Provide guidance and support to project teams to align projects with strategic objectives, risk management, and resource allocation.
-Manage the IT project portfolio, track project status from start to completion.
-Drive to ensure the project management team follows standards and methodologies for portfolio and project management.
-Develop risk/technical assessments and dependency management across the IT portfolio of work.
-Be accountable for the portfolio and project management tools to ensure accurate and relevant content.
-Provide leadership in best practices for IT governance-related processes.

Resource Performance Management:
-Define and drive the IT Resourcing strategy to optimise recruitment processes and achieve the right balance between permanent and contractor staffing for project delivery and BAU (Business As Usual).
-Lead the development and maintenance of resource management processes, including capacity planning, resource allocation, and workforce optimisation.
-Work closely with department heads and project managers to understand resource requirements and ensure adequate staffing levels for projects.
-Monitor resource utilisation, address resource constraints, and recommend strategies for optimal resource allocation.
-Analyse and report on resource utilisation metrics, project expenses, and resource efficiency to identify improvement opportunities.
-Provide leadership in best practices for IT resourcing-related processes.
-Regular presentation and report preparations for senior management is a must.

IT Financing:
-Define and drive the IT Financial strategy to optimise IT investment and manage IT operational costs.
-Lead and manage financial / resource governance to ensure transparency and visibility.
-Drive the development of service agreements with subsidiaries and review terms and conditions.
-Be accountable for the effective management of the IT budget and discretionary spending.
-Show leadership in best practices for IT related financial processes.

Office Space Management:
-Drive and manage office space planning to maximize collaboration and support changes in the IT operating model
-Ensure office spaces are properly utilized and in good condition.
-Establish and maintain office space policies, guidelines, and procedures.
-Optimize the office space usage to balance resource mixture between Cathay’s permanent, contractors, and vendor resources.
-Manage office overhead and administrative items for the digital and IT departments.

General:
-Evaluate and improve IT governance processes, financial strategies, and resource management practices on a continuous basis to enhance cost-effectiveness and efficiency.
-Stay updated with industry trends, emerging technologies, and regulatory changes, identifying opportunities for process improvements.
-Foster a culture of continuous learning, knowledge sharing, and innovation within the team.
-Provide Digital and IT Leadership management reporting.
Requirements
-University Degree in Computer Science, Information Systems or related disciplines
-Minimum 10 years of IT experience with at least recent 3 years in related position.
-Experience in IT PMO leadership, portfolio performance metrics and reporting, and project financials.
-Proven supervisory experience with demonstrable leadership skills
-Proven experience in IT budget and cost management
-Proven experience of at least two of the following disciplines: performance management, contract management, TCO analysis, and strategic partnerships development
-Proven working experience on infrastructure, operations and/or software development
-Strong understanding and practical experience of ITIL Supplier Management principles
-Strong understanding of IT infrastructure stacks and/or application development methodologies
-Sound interpersonal skills in teamwork, stakeholder management and sound presentation, communication and facilitation skills
-Strong ability to manage, train and motivate staff
-Highly motivated with a clear passion to drive the right outcomes
