Reports to : Cargo Performance Manager
Purpose : The incumbent will establish port performance standards as measuring tools, by formulating goals and targets to gauge port performance in each key area. He / She will report and communicate port performance trend and status to stakeholders, while ensuring a feedback loop is in place from the ports to drive for continuous improvement.

Responsibilities
Key Responsibilities
(A) Safety Management:
• Represent Cargo Services in all occurrence investigations, includes identifying root causes, analysing issues and data, and determining recommended actions.
• Participate in related safety forums, e.g. Operations Ramp Safety Action Group (ORSAG), and Ramp Safety Working Group (RSWG) etc.
• Develop and communicate appropriate reports, share case studies and operational learnings.
• Participate in operational improvement initiatives and projects.
• Liaise with individual ports or region to drive for improvement.
• Work closely with Airport Services Delivery – Airport Operations team to review the safety imperatives and review the safety measurement periodically.
(B) IATA Cargo iQ - Coordination and Execution:
• Work together with relevant parties – including IATA Cargo iQ representatives, GLS Hong Kong & the internal Cargospot team (CSS) to ensure the set-up of Cargo iQ complies to the regulation and the latest Airline to Airline Specification.
• Maintain and update offset timeline and/or operational hours in ENCORE system.
• Define and review the Key Performance Index (KPI) set for Cargo iQ milestones.
• Monitor and analyse the Cargo iQ (process) performance of network stations on a regular basis.
• Ensure a Corrective Action Plan is formulated and follow through for ports that encountered Cargo iQ performance issues.
• Promote and enhance the Easy Data Management Platform (EDMP) to provide an interactive and up-to-date performance snapshots and trends to different end-users. • Communicate with Learning Academy (TLA) team to revise the training materials of Cargo iQ performance management when changes applied.
• Represent CX to participate the IATA Cargo iQ Working Group Meeting.
(C) Special Cargo Performance Oversight:
• Conduct services irregularities investigation including but not limited to Pharmaceutical products, valuable cargoes, and other special cargo mishandling.
• Ensure the investigation lead time conform to the pledge and align with Cargo Services Manual.
• Follow up with ports on the irregularity, provide guidance to the ports to work on corrective action plan or/and improvement plan.
• Provide statistical trend and analysis on various cargo types.
• Coordinate with other teams, e.g. Cargo Sales and Service Development team to review the procedure and handling of certain type of cargo product.
On-time-performance (OTP):
• Generate periodic report and perform analytics study to drive network improvement. • Implement OTP measurement criteria for freighter ports. Promote the long-term OTP goal and aim at achieve the goal along with the network.
• Conduct OTP health checks and communicate performance status on regular basis to relevant stakeholders.
• Devise solutions to address the OTP improvement barriers.
GENERAL DUTIES
Network Performance Management:
• Develop ways to measure port performance (collectively) and recommend an approach that can effectively differentiate performance status, sustain a momentum for improvement, and foster healthy competition among ports.
• Conduct regular reviews on the performance trend and identify the needs for an in-depth analysis on any particular ports or area of focus.
• Communicate with ports and keep abreast of the local development that will have an implication on port performance.
• Initiate Cargo Performance Management Programme (CPMP) with local team when ports failed to achieve the port performance target.
Cargo Services Metrics and Dashboards:
• Review and improve the current format and logic behind the Operational Performance Index (OPI) metrics.
• Engage DGT and IMT team to design and develop Qliksense interface for different stakeholders.
• Consolidate and compile performance reports for different stakeholders on regular basis.
Project Management:
• Support Cargo Service Delivery team to execute safety, process, services and/or productivity improvement projects.
• Participate as a project team member, and provide input and guidance on statistical and
operational expertise in the improvement projects.
Requirements
•Tertiary education or equivalent, is required.
• A minimum of 5 years in airline industry with solid supervisory experience.
• Sound cargo services and operational knowledge.
• Strong analytical, numerical and project management skills with experience in statistics and data analysis.
• Excellent communication and interpersonal skills.
• Knowledge of Cargospot, Ezysuite, ENCORE & sound PC knowledge in MS Office.
• Good command of spoken and written English. Proficiency in Chinese is an advantage.
• Independent and detailed oriented.
• Willing to travel overseas when required.
