Highlight
-Responsible for supporting, administering, implementing and maintaining an effective quality assurance program across the ground operations departments of Cathay Pacific Airways and with relevant suppliers of operational services.
-Support the Ground Quality Team to ensure the audit programmes are maintained and monitored for effective delivery.
Responsibilities
Operational Quality System and Quality Assurance
-Support the delivery of an effective and efficient risk-based quality assurance programme for the reduction of operational risk and ongoing compliance with legal requirements and conformance to the IATA Operational Safety Audit (IOSA) standards.
-Support the continued listing of Cathay Pacific Airways on IOSA registry with a focus on GRH and CGO disciplines.
-Act as a Lead Auditor and/or Auditor for Consolidated Port Audits (CPA), internal and supplier audits as per qualification level to meet company, regulatory (e.g. US DOT) or IOSA requirements.
-Assist the Group Quality Assurance Manager Ground (GQAMG) in preparation for audits through preparing and maintaining master audit plans, audit checklists, information packages, and audit reports etc.
-Conduct audit programme scheduling and progress tracking.
-Prepare, manage, and deliver initial and recurrent training packages for auditors.
-Assist the GQAMG with the management of the Continuous Monitoring Inspection (CMI) Checklist and the associated supporting system, inclusive of its contract management.
-Assist the GQAMG with the biennial IOSA renewal through the assessment of operational activities, briefings to ground operations teams and the production of the conformance reports etc.
-Provide logistics support for external audits.
-Assist Head of Group Quality (HGQ) and Group Quality Manager Ground (GQMG) to prepare agendas, presentations, and meeting records etc. for management reviews, senior management briefings, quality meetings and other regular stakeholder engagement activities.
-Provide valuable input to safety action groups to achieve operational outcomes that adhere to safety and security imperatives.
-Assist with internal quality education programmes to promote quality systems awareness throughout the company.
-Assist in preparing and maintaining all Air Operator Certificate documentation and communication with HK CAD.
-Maintain and update the Operations and Management Services Agreements and associated appendices between CPA, AHK and HKE, and ensure regular review by their senior management.
-Maintain quality related content and resources at the company intranet.
-Assist in maintaining the dashboard and a set of Quality Performance Indices (QPI) of the quality assurance programme.
-Manage the new joiner learning path and ensure completeness of the initial and recurrent training records of all certified auditors.

Audit Database
-Maintain, support and update the Aviation Quality Database (AQD) to ensure that it is up to date at all times, and the data is accurate and able to be validated, collated and analysed.
-Consolidate and analyse user feedback of the AQD for its continuous improvement.
-Assist to conduct User Acceptance Test (UAT) for AQD upgrade.

General Tasks
-Assist the GQMG and GQAMG to manage a high performing and agile ground quality team that is ready for the changes in the organization and industry.
-Represent the Company and/or Department at relevant meetings in a professional and loyal manner.
-Assist in the response to a crisis involving Cathay Pacific as a member of the Care Team.
-Develop and maintain an effective relationship with internal stakeholders based on mutual trust and understanding.
-Provide input to HGQ in relation to budget for Consolidated Port Audits and related matters.
-Deputize for the GQAMG as required.
-Extensive duty travel required.
-Adhere to company policies as published in the Cathay Pacific intranet and in company manuals.
-Other projects as directed.
Requirements
 Education qualifications
- HKDSE: Minimum Level 2 or equivalent in 5 NSS subjects including English, or HKCEE: Minimum Grade E in 5 HKCEE subjects (Including level 2 or above in English Language)
- Tertiary education or equivalent
 Professional qualifications
- Lead Auditor qualifications
- Dangerous Goods Awareness
 Experiences
- 3-5 years operational experience in the airline industry, preferably in either Engineering, Flight Operations, Inflight Services, Ground Operations, or Cargo Operations
- 1-3 years in a management or supervisory role
- Adequate and appropriate auditing or quality systems experience
 Job related knowledge
- Understanding of airline ground, cargo and flight operations
